摘要:
目的: 针对林业高质量发展理念、发展理论与森林生态产品价值实现实践的错位,尝试提出一个可观测的概念框架,分析森林生态产品价值实现能否推动重点国有林区林业高质量发展,解决森林生态产品价值实现与林业高质量发展的重大实践问题。方法: 优化重点国有林区生态产品价值实现效率的投入产出指标体系,运用ArcGIS、当量因子、Super-SBM模型、Super-Malmquist指数以及变异系数等技术和方法,测算重点国有林区87个森工林业局2003—2020年森林生态产品价值实现效率这一林业高质量发展程度的重要标准。结果: 1) 重点国有林区森林生态资产价值流量巨大,主要由森林支持调节服务价值构成,符合绿色高质量发展的基础条件。截至2020年,支持调节服务价值量为7 283.4亿元,供给服务价值量为460.6亿元,文化服务价值量为377.0亿元;然而,森林生态产品产值整体呈先增加后减少的趋势,2020年减至98.7亿元。2) 重点国有林区森林生态产品价值实现效率均值较低,林业高质量发展目标没有完全实现,2003—2020年森林生态产品价值实现效率均值仅0.39,每年能够达到有效水平的林业局数量低于整域的25%。按区域分,吉林森工集团生态产品价值实现效率最高,均值为0.63;大兴安岭森工集团生态产品价值实现效率最低,均值为0.32。3) 根据全要素生产率及其分解结果发现,2003—2020年重点国有林区全要素生产率均值为1.025,技术进步指数均值为1.042,技术进步引发的创新效应是重点国有林区生态产品价值转化增长的主要源泉。4) 不同森工集团的效率变异系数先减小后增加,价值实现效率数值差距随着时间发展不断扩大,2009年整体变异系数最小为0.81,2020年最大为1.38。区域发展不协调,相较其他林业局,吉林森工集团下属林业局率先迈进林业高质量发展阶段。结论: 重点国有林区通过森林生态产品价值实现,推动科技创新和组织创新作为发展动力,厚植生态资本作为关键要素,贯彻创新、绿色的发展理念,推动林业迈向高质量发展。然而,生态资本产出弹性水平低、区域间发展差距大以及发展成果共享程度低,依然是制约重点国有林区高质量发展的瓶颈,需因地制宜、分类施策地推动森林生态产品价值实现加以克服。本研究结果可为贯彻“培育经济高质量发展新动力”的战略导向、因地制宜推动生态产品价值实现提供可观测的概念框架与实证支撑。
