Abstract: The objectiveness of the establishment of the leading position of the construction of forestry ecology environment is discussed in this paper, which is based on the affronting projects around the capital. The paper shows that the material base of establishment of the leading postition lies in its promotion to the social economic development, and the conditions of the establishment lie in correctly handling contradiction from different aspects. Thus the leading position of the construction of forestry ecology environment is established theoretically, and a concrete idea is put forward to push the affronting projects around the capital to a new step, based on the theory of constitutive development.
