摘要:
目的: 在加快推进数字经济与实体经济深度融合赋能现代产业体系的背景下,研究数字乡村建设对林业产业发展升级的影响机制,为森林资源富集地区制定数字赋能林业产业高质量发展的政策策略提供科学依据。方法: 基于浙江省山区26县2001—2021年面板数据,构建县域数字乡村建设水平评价指标体系测度数字乡村建设水平,采用双向固定效应模型、中介效应模型、门槛效应模型和空间杜宾模型等量化分析数字乡村建设对林业产业发展升级的影响及其作用机制。结果: 1) 2001—2021年浙江省山区26县数字乡村建设水平呈增长态势,其中跨越发展县的数字乡村建设水平高于生态发展县;林业产业发展规模不断扩大,但区域间差异明显且两极分化较严重;林业产业结构合理化程度小幅上升,林业产业结构高级化程度波动上升。2) 数字乡村建设能够促进林业产业发展升级,即数字乡村建设对林业产业发展规模、林业产业结构合理化和林业产业高级化均产生显著正向影响;数字乡村建设对林业产业结构合理化和林业产业结构高级化的影响存在门槛效应。3) 数字乡村建设能够通过技术赋能、劳动力赋能和治理赋能等路径促进林业产业发展升级。4) 数字乡村建设对林业产业发展升级存在正向空间溢出效应;数字乡村建设能够显著促进本地区林业产业发展规模、林业产业结构合理化和林业产业结构高级化,同时对邻近地区的林业产业发展规模、林业产业结构合理化和林业产业结构高级化产生显著正向影响。结论: 2001—2021年浙江省山区26县数字乡村建设水平不断提高,林业产业发展升级状况向好,技术应用水平、人力资本水平和森林生态产品价值实现效率等因素在不同程度上影响数字乡村建设、促进林业产业发展。各县域单元需加快推进数字乡村建设,从创新技术运用、大力引进人才、提升林业部门生态治理能力和林业企业经营管理水平以及培育林业龙头企业并发挥辐射带动作用等方面发力,因地制宜,分类施策,推动山区县林业产业发展升级,打造数字赋能现代林业产业高质量发展的示范样板。
